Lucinda M. Babers
Lucinda Babers is a well-qualified executive with a proven track record in business management, leadership and service delivery. She has experience managing projects and people, delivering customer service and leading change for both government agencies and private organizations. On December 17, 2010, Babers was reappointed as the Director of the District of Columbia Department of Motor Vehicles (DC DMV) after serving in this capacity since July of 2007. During the past years, Babers has led the agency in significant and innovative changes, including the closure and opening of service centers, the elimination of passenger safety inspections, creation of a more secure credential (along with central issuance) and implementation of REAL ID and Limited Purpose Credentials. The addition of numerous online services resulted in the agency receiving an International Customer Service Award from the American Association of Motor Vehicles Administrators (AAMVA) and several regional AAMVA awards.
Prior to being confirmed as Director, Babers served as the Deputy Director for DC DMV from 2004 until 2007. As Deputy, her review and revision of customer service processes contributed to the District of Columbia Federation of Citizens Association unanimously recognizing the Department of Motor Vehicles as the "Greatest Improvement in Public Service for 2006".
Prior to DC DMV, Babers served in several senior management positions at Amtrak, including the project manager for the company’s service guarantee initiative. Babers is no stranger to DC government, previously working on management reform projects for the city manager during the Control Board era and serving as an internal consultant/project manager for the city administrator and corrections. Babers started her career as an officer in the military.
Babers holds a Masters of Science in Business from Johns Hopkins University and a Bachelor of Industrial Engineering from the Georgia Institute of Technology. Babers currently resides in Ward 6.
