Obtain a REAL ID Non-Driver Identification Card

(Note this webpage is only applicable to DC residents who have never been issued an identification card in any jurisdiction.  If you are seeking information related to the REAL ID process when renewing or obtaining a duplicate of your existing DC identification card, please click here.)

To obtain a REAL ID Non-Driver identification card you must be a resident of the District of Columbia, at least 15 years of age and do not hold a valid driver license in DC or another state or jurisdiction. A REAL ID Non-Driver identification card is valid for up to eight years for US citizens, and this period may vary for non-US citizens according to the US duration of stay.

Requirements

Proof of Identity - full legal name and date of birth
• Proof of DC Residency (2 Required)
• Proof of Social Security Number
 

Service Locations

To obtain a REAL ID Non-Driver identification card, you may visit any service location except Adjudication Services, Brentwood Road Test Office and Inspection Station.

Steps

  1. Complete the Non-Driver Identification Card/Voter Registration Application [PDF]
  2. Provide the required documents
  3. Take a digital photograph  (DC law and policy requires a full frontal digital photo that shows either the ears or up to the hairline without exposing the hair)    
  4. Pay the appropriate fees
  5. Obtain your Paper REAL ID Non-Driver identification card
  6. All Non-Driver identification cards are mailed
