CDL Military Skills Test Waiver

Obtain a CDL with Military Skills Test Waiver

DC DMV has adopted the Federal Motor Carrier Safety Administration (FMCSA) regulations to assist military veterans obtain a commercial driver license.  As of January 31, 2013, active duty service members who are currently licensed and who are or were employed within the last 90 days in a military position requiring the operation of a military motor vehicle equivalent to a Commercial Motor Vehicle (CMV), may have the skills tests waived to obtain a Class A or B Commercial Driver License (CDL). Applicants are required to take and pass all knowledge tests. School Bus (S) and Passenger (P) endorsements, in addition to requirements for vehicles with air brakes, require both the knowledge and skills tests.

Requirements

  • Applicants must be at least 21 years old and have a valid non-commercial driver license.
  • Applicants must be a US citizen or Non-US citizen with a valid Permanent Resident Card (Effective January 30, 2012, CDL applicants must provide proof of US citizenship or lawful permanent residency.  If the CDL applicant does not have proof of lawful permanent residency, but is legally in the US under a program approved by the US Citizenship and Immigration Services, then in accordance with federal law, we will issue a CDL that is marked as non-domiciled.) 
  • Applicants must have two (2) years of commercial driving experience upon discharge from the military
  • Applicants must have a minimum of two (2) years good driver record during the 2-year period immediately preceding their CDL application date
  • Applicants must have their Commanding Officer certify the service member’s years of operating the vehicle, as well as the type of vehicle operated, to determine appropriate CDL classification
  • Applicant must provide active military orders or US Dept of Defense Form DD214

Steps to Obtain a Commercial Driver License Utilizing Military Skills Test Waiver

  1. Download a DC CDL Manual* online to study for the knowledge test.
  2. Bring your US Department of Transportation Medical Examination Certificate Report and DOT Medical Card.
  3. Complete the CDL Driver License/Voter Registration Application and CDL Supplemental Application at the DMV.
  4. Complete the Military Skills Test Waiver Form, which must be signed and notarized by your commanding officer. Bring your valid DC regular Driver License, along with a valid, unexpired Passport or Certified birth certificate filed with a State Office of Vital Statistics or Certificate of Naturalization or Certificate of Citizenship. Non-US citizens must bring their valid, unexpired Permanent Resident Card.  If you do not have proof of lawful permanent residency, but you are legally in the US under a program approved by the US Citizenship and Immigration Services (USCIS), then in accordance with federal law, we will issue a CDL that is marked as non-domiciled.  You must provide proof of your USCIS status.
  5. Take and pass a CDL knowledge test(s) for the approved Class A or B commercial license at the Brentwood Commercial Driver License Center
  6. Pay applicable fees (No cash is accepted at the Brentwood CDL Center).
  7. Obtain a Commercial Driver License

 Steps to Obtain a Commercial Driver Learner Permit for Endorsements and/or Airbrakes

  1. Download a DC CDL Manual* online to study for the knowledge test.
  2. Bring your US Department of Transportation Medical Examination Certificate Report and DOT Medical Card.
  3. Complete the CDL Driver License/Voter Registration Application and CDL Supplemental Application at the DMV.
  4. Bring your valid DC Commercial Driver License
  5. Take and pass a CDL knowledge test(s) for the desired endorsements at Brentwood Commercial Driver License Center. The CDL knowledge test will be valid for 90 days after passing.
  6. Pay applicable fees (No Cash is accepted at the Brentwood CDL Center)
  7. Obtain a Commercial Driver License Learner Permit. The CDL Learner Permit authorizes you to operate a designated class of vehicles if accompanied by a driver licensed to operate such vehicles.
  8. Schedule a CDL road test either online or by calling 311 or (202) 737-4404. You must be accompanied to the road test by a driver with a valid CDL of the same class or higher. Please bring the following to your CDL road test appointment:
    1. Valid DC Commercial Driver License and CDL Learner Permit
    2. Valid and stamped US Department of Transportation Medical Examination Report/Medical Card and Medical Examiner’s Certificate
    3. An empty vehicle of the appropriate type (CMV Class) for testing the desired CDL class, with a valid registration document.
    4. Pay applicable fees (No Cash is accepted at the CDL Testing Facility)
  9. Take a CDL skills road test(s) for the desired endorsements at Commercial Driver License Road Test Lot.
  10. Upon successful completion of the skills test, apply to add the endorsements to your CDL at the DMV CDL office located at Brentwood Commercial Driver License Center.
  11. Pay applicable fees (No Cash is accepted at the Brentwood CDL Center)
