A police report or citizen complaint number (CCN) is required if your DC license or vehicle tags were lost or stolen in the District of Columbia. Residents can file a report at any precinct or by calling 311 (Police non-emergency number). Otherwise, you must obtain a report from the jurisdiction where the license or vehicle tags were lost or stolen and provide the report to DC DMV.
