Contest a Parking Ticket

DMV can accept parking ticket adjudication requests received online, received by US mail, or received in-person during walk-in hearings (for parking tickets only). Instructions for all methods are listed below (note you can only use one method to adjudicate a ticket).

You may contest a parking ticket online within 60 calendar days of the ticket issue date. If you do not contest or pay your ticket within 30 calendar days of the ticket issue date, a penalty equal to the fine will be added, and you may lose your opportunity to have a hearing. If the ticket is more than 60 days old, you may submit a Motion to Vacate [PDF] online to determine whether you may still contest the ticket. However, your Motion to Vacate must be received within 120 calendar days from the date the ticket was issued. In accordance with District law, if you submit payment for a ticket fine, you can no longer adjudicate the ticket; therefore, if you are within the 120 days of the ticket being issued and you want to dispute the penalty, you should not pay any portion of the ticket.

Most parking tickets in the District are written by the Department of Public Works (DPW). If you receive a parking ticket issued by DPW, you may visit www.dpw.dc.gov, then click on TICPIX to see images of the violation and resulting ticket. The images will be posted 72 hours after a ticket is issued, but not all violations will have associated images.

District of Columbia Law Provides for these Answers to Violations:

  • Admit = Payment of the fine
  • Admit with explanation = Admit the violation and submit written explanation.
  • Deny = Submit your written defense by mail/online or present your defense at a walk-in, unscheduled hearing.

DMV encourages you to see if your parking ticket is eligible for our First Level Review process. This process allows you to skip the trip and conduct your ticket adjudication by mail/online using a more streamlined process.

Note: You must only claim one of the following defenses if you deny the violation.

  • You were not the owner or lessee of the vehicle on the date that the ticket was issued.
  • The vehicle or vehicle tags were stolen on or before the date the ticket was issued.
  • The relevant meter was broken through no fault of your own.
  • The relevant sign was missing or obscured.
  • The stipulated facts on the ticket are inconsistent or do not support the violation.
  • The vehicle experienced sudden mechanical failure.
  • The driver or passenger of the vehicle required immediate medical attention (proof of medical attention required).

You should provide evidence to support your defense.

Submit Adjudication Request Online

  • An adjudication request can be submitted online. This online process eliminates the need to rely on the postal service and assists in ensuring we receive your adjudication request within the necessary time period.
  • Your request must be received within 60 calendar days of the ticket issue date or the mail date if the ticket is for a photo enforced violation.
  • If you do not contest or pay a ticket within 30 calendar days, a penalty equal to the fine will be added.
  • Complete the online adjudication form summarizing your defense. Submit the form and upload any evidence, such as photographs, vehicle registration or receipts, which you think might help your case. The file format is noted at the end of the online document.
  • An e-mail acknowledgment will be sent to the e-mail address you provide. If you do not receive the e-mail acknowledgment, then that means we did not receive your adjudication request, and you need to resubmit it online or submit it by mail or in-person.
  • On average, based on customer volume, the hearing examiner's decision letter will be mailed to the registered owner within approximately six months.  If a DC DMV Email Ticket Alert Service (TAS) account is established, you will eceive an e-mail advising that a decision has been made.
  • If you open a TAS account, you will be able to review the decision the same day it is made. You will also be able to monitor all tickets and hearings associated with the registered tag(s) in the account.
  • If you choose mail adjudication, you will receive a postcard acknowledging that your mail adjudication request has been received.

Submit Adjudication Request By Mail

  • Your request must be received within 60 calendar days of the ticket issue date.
  • If you do not contest or pay the ticket within 30 calendar days, a penalty equal to the fine will be added.
  • Complete the back of the ticket and mark "deny."
  • Complete the Mail Adjudication Form [PDF] summarizing your defense. Submit the form and any evidence, such as photographs, vehicle registration or receipts, which you think might help your case.

  • If you choose mail adjudication, you will receive a postcard acknowledging the receipt of your adjudication request.
  • On average, based on customer volume, you should be notified in writing of the hearing examiner's decision within approximately six months.


Walk-in Hearing - Parking Tickets only

  • Hearings for parking tickets are available on a walk-in basis at Adjudication Services.
  • To be eligible for a walk-in hearing, you must be the registered vehicle owner or have Power of Attorney [PDF] signed by the registered owner authorizing you to act on his/her behalf.

Note: If you contest a ticket and are found liable for the violation, you may file a Request for Reconsideration withn 30 calendar days of the liable decision.
