Apportioned Vehicles
Apportioned vehicles are registered under the International Registration Plan (IRP) and typically include:
Power Units
- Vehicles with a gross weight over 26,000 pounds.
- Vehicles with three or more axles, regardless of weight.
- Vehicles used in combination with another unit, where the combined weight exceeds 26,000 pounds.
Carriers with power units that travel interstate but do not meet these weight or axle requirements can opt for IRP registration but are not mandated to do so, (e.g., vehicles that weigh 26,000 pounds or less).
Special Cases
- Semi-trailers, Full Trailers and Converter Gear Travelling in California.
- Must display a separate apportioned license tag and cab card.
Buses
- Chartered shuttle buses must be either IRP registered, registered as a District vehicle or operate with a trip permit in the District of Columbia.

Exempt Vehicles
The following vehicles are exempt from IRP registration:
Government or Quasi-Official Vehicles
- Owned or leased long-term by the government, with an option to purchase, including school buses.
- School buses contracted by the government are not exempt.
Recreational Vehicles
- Personal vehicles used for recreation and not for commercial purposes.
Vehicles with Restricted Tags
- Vehicles that display a restricted license tag.
