IRP Apportioned and Exempt Vehicles

Apportioned VehiclesDump truck on highway new truck chrome

Apportioned vehicles are registered under the International Registration Plan (IRP) and typically include:

Power Units

  • Vehicles with a gross weight over 26,000 pounds.
  • Vehicles with three or more axles, regardless of weight.
  • Vehicles used in combination with another unit, where the combined weight exceeds 26,000 pounds.

Note: Carriers with power units that travel interstate but do not meet these weight or axle requirements can opt for IRP registration but are not mandated to do so, (e.g., vehicles that weigh 26,000 pounds or less). Participation in IRP is voluntary for jurisdictions and, by extension, not compulsory for carriers. Carriers that choose not to apportion their vehicles under the Plan may still travel interjurisdictionally, but must obtain trip permits as provided under Article II and Article IX of the Plan.

Special Cases

  • Semi-trailers, Full Trailers and Converter Gear Travelling in California.
  • Must display a separate apportioned license tag and cab card.

Buses

  • Chartered buses with a seating capacity of 15 passengers must register as a Class B commercial vehicle and obtain a trip permit, or
  • Obtain proportional registration in its base jurisdiction through IRP, or
  • Obtain a trip permit.

For more information on tour bus parking, please visit the goDCgo website.

Exempt Vehicles

The following vehicles are exempt from IRP registration:

Government or Quasi-Official Vehicles

  • Owned or leased long-term by the government, with an option to purchase, including school buses.
  • School buses contracted by the government are not exempt.

Recreational Vehicles

  • Personal vehicles used for recreation and not for commercial purposes.

Vehicles with Restricted Tags

  • Vehicles that display a restricted license tag.
