In order to obtain DC DMV Title Reassignment Forms, you must be an active dealer with current access to the DC DMV Title Reassignment Form Portal. The DC DMV Title Reassignment Form Portal allows DC DMV car dealerships to reassign vehicle titles online.  (District dealers are initially issued 50 DC DMV Title Reassignment Forms; more are available when the dealership has 25 or fewer.)

The Title Reassignment Form Portal can only be accessed using Firefox or Chrome Internet browsers. To obtain access to the DC DMV Title Reassignment Form Portal, please follow the 5 steps outlined below:

1. Send an email to DC DMV at [email protected] to request or renew your access to the DC DMV Title Reassignment Form Portal.
2. You will receive a confirmation email acknowledging your request and setting an appointment date and time for you to come in to the DC DMV Dealer Office to complete your transaction request. The fee for obtaining access to or renewal of your access to the Title Reassignment Form Portal is payable by check, credit card, or money order; DC DMV will not accept cash.
3. Please bring with you your government-issued photo identification as the dealership owner, or, if you are not the dealership owner, a copy of the owner's government-issued photo identification, and your government-issued photo identification, in addition to a fully executed Power of Attorney authorizing you to conduct business transactions on behalf of the dealership owner. Any details or changes to your login such as the email address will be noted on your file when you come in for your appointment.
4. After your payment is processed, you will be issued a password for access to the DC DMV Title Reassignment Form Portal. To access the portal, please use the following link:

5. You can then use your email address and the password to activate your access to the DC DMV Title Reassignment Portal. The first time you access the DC DMV Title Reassignment Form Portal for your dealership, you will be issued 50 DC DMV Title Reassignment Forms. After that, DC DMV Title Reassignment Forms will be issued when 25 or fewer are available to the dealership.
