An individual applying for any type of Limited Purpose driver license or Limited Purpose identification card must certify on the Social Security number declaration form that he/she has not been assigned a Social Security number, has been assigned a Social security number but cannot establish legal presence in the United States at the time of application, or is ineligible to obtain a Social Security number.
