All vehicle insurance companies that do business in the District of Columbia are required to report to DC DMV, within 30 calendar days, all instances of terminated, cancelled, or expired motor vehicle insurance for vehicles registered in the District.
DC DMV has set up the Program for Insurance Electronic Reporting (PIER) to allow insurance companies to do this reporting. PIER is intended to reduce manual efforts of both DC DMV and insurance companies. Once DC DMV is informed about lapsed insurance on a District-registered vehicle, the agency will request the insurance information from the vehicle owner to verify the lapse.
The vehicle owner will have to provide proof of insurance coverage for the lapsed period. If the owner cannot provide proof of insurance coverage, there is a fine of $150 for a lapse in insurance coverage from 1 to 30 days and $7 for each additional uninsured day after the first 30 days, up to a maximum of $2500. Insurance companies can choose one of the following electronic methods to report insurance terminations to DC DMV:
- File Transfer Protocol (FTP) to a designated DC server using Secure Socket Layer (SSL). Use the PIER FTP Access Request form if you choose to participate in PIER using FTP. The form is available at the link below:

- Enter terminations on a secure website provided by the DC DMV, also using SSL. If you choose to participate in PIER using the DC DMV website, complete the PIER Web Registration with DC DMV. Instructions to register with DC DMV can be found below and are described in the PIER Web Access Request form, which is available at the link below. If you are already registered and approved by DC DMV, login to PIER.

To register for PIER, each insurance company must designate a National Association of Insurance Commissioners (NAIC) maintenance coordinator who will be responsible for maintaining the list of NAIC numbers associated with the company.

The insurance company or NAIC maintenance coordinator must then mail or fax the completed registration form to the DC DMV at the address below:

Once the registration request is approved, DC DMV will email a company ID, user ID, and password to the email address provided by the NAIC maintenance coordinator at the time of registration. When the registration process is completed, the NAIC maintenance coordinator can login and add NAIC number(s) under the insurance company.
All of the insurance companies’ associated NAIC numbers must be entered or identified in the DC DMV system before the insurance company can enter the numbers for individual policies that have been cancelled.
