IID Program Enrollment Requirements

DC DMV IID Program

Enrollment in DC DMV's IID Program requires the following:

Current DC license holders | New resident converting out-of-state license

  1. Apply via the online portal.
  • If your license has been revoked, you do not have access to the online portal. You can request an application by contacting the IID Program at [email protected].
  1. Acknowledge and sign the IID Program Penalties/Violations agreement.
  1. Apply for enrollment or provide proof of completion in a state certified drug and/or alcohol treatment program.
  1. Obtain and maintain SR-22 Insurance
  • SR-22 Insurance can be purchased from any insurance provider.
  • Once obtained, you must maintain the insurance policy for three years from your date of conviction.
  1. Have an ignition interlock device installed in all vehicles registered in your name with DC DMV from one of four approved vendors:

a. Smart Start - (800) 831-3299
b. Alcohol Detection Systems - (833) 479-2118
c. Roadguard (formerly Draeger) - (800) 332-6858
d. LifeSafer - (800) 588-0485

  • Any expired tags must be surrendered before enrolling.
  • If you do not own a vehicle that’s registered in the District, you have the option of installing the device in another person’s vehicle if they have a valid District vehicle registration and complete the supplement form included in the application.
  • To title and register a vehicle in District of Columbia, any and all outstanding tickets must be paid for or suspended.
  1. Pay program enrollment fee of $50.00.
  1. Pay reinstatement fee of $98.00 (required if license has been revoked).

Eligibility (current DC license holders)

To be eligible for the program, you must:

  • Have a valid DC driver license.
  • If your DC license has been revoked for more than six months, you will be required to retest.
  • Have either been convicted in court or administratively of an alcohol/drug-related driving offense.
  • Not have any additional or pending license suspensions or revocations.
  • Have not previously unsuccessfully participated in this program or any similar program in another jurisdiction for five years prior to the date of the application.
  • Satisfy DC Clean Hands requirements.

Eligibility (new resident converting out-of-state license)

If you are an out-of-state driver with an ignition interlock device requirement who wishes to convert an out-of-state license to a DC DMV IID restricted license, you must:

  • Meet requirements to be issued a DC driver license (REAL ID/Limited Purpose).
  • Currently be enrolled or eligible in another state/jurisdiction’s certified IID program.
  • Currently possess a valid out-of-state driver license.
  • Provide a certified driving record (issued within the last 30 days) from the licensing jurisdiction.
  • Provide IID monthly reports reflecting activity and triggered events (if applicable).
  • Provide proof of substance abuse treatment enrollment or completion from the jurisdiction in which the offense occurred.
  • Title and register the out-of-state vehicle in the District.
  • Visit and obtain an IID from a DC DMV approved IID provider (if applicable).
  • Remain in the IID program for the duration of either:
  1. The original IID license restriction in the previous jurisdiction, or
  2. The IID license restriction that the driver would have received if the infraction occurred in the District, whichever duration is longer.
  • Must remain in compliance with the jurisdiction that imposed the IID restriction.
  • Have not been convicted for causing injury or death while operating a motor vehicle in any jurisdiction.
  • Satisfy DC Clean Hands requirements.
