ISA Program Enrollment Requirements

Enrollment in DC DMV's ISA Program requires the following:

Current DC license holders

  1. Apply via the online portal.
  • If your license has been revoked, you do not have access to the online portal. You can request an application by contacting the ISA Program at [email protected].
  1. Acknowledge and sign the ISA Program Penalties/Violations agreement.
  1. Obtain and maintain SR-22 Insurance.
  • SR-22 Insurance can be purchased from any insurance provider.
  • Once obtained, you must maintain the insurance policy for three years from your date of conviction.
  1. Have an intelligent speed assistance device installed in all vehicles registered in your name by a DC DMV approved vendor:

a. LifeSafer ISA - (844) 346-0159

  • Any expired tags must be surrendered before enrolling.
  • If you do not own a vehicle that’s registered in the District, you have the option of installing the device in another person’s vehicle if they have a valid District vehicle registration and complete the supplement form included in the application.
  • To title and register a vehicle in District of Columbia, any and all outstanding tickets must be paid for or suspended.
  1. Pay program enrollment fee of $50.00.
  1. Pay reinstatement fee of $98.00 (required if license has been revoked).
  1. Pay $20.00 fee to obtain a replacement driver license with the S Restriction.

Identification / Eligibility 

DC resident’s conviction of Aggravated Reckless Driving (ref. D.C. Code 50-2201.04(b-1))  

To be eligible for the program, you must: 

  • Have a valid driver license.
  • If your license has been revoked for more than six months, you will be required to retest.
  • Have either been convicted in court or administratively of aggrivated reckless driving offense. 
  • Not have any additional or pending license suspensions or revocations.

If a DC driver license holder has been convicted of a crime while driving in another jurisdiction, and that crime meets DC's definition of Aggravated Reckless Driving:DC resident license holder is required to enroll in the ISA Program. 

  • Instead of enrolling into the ISA Program, any DC resident license holder that moves out of state after being required to enroll in the ISA Program will have their DC driving privileges revoked for the designated revocation period. 
  • Once the driver has served their revocation period, they will be required to apply for reinstatement of their DC driving privileges with Adjudication Services. 
  • If the driver resumes residency in DC prior to completing their revocation period, they will be required to enroll in the ISA Program to serve their remainder time.
