How to Report an Unsafe Driver

DC DMV's mission is to promote public safety by ensuring the safe operation of motor vehicles. To ensure the safety of motorists, drivers must meet specific requirements, which include vision, medical, and medical standards.

The Medical Referral process is a program in which law enforcement, medical professionals, motor vehicle administrations, and concerned relatives can report drivers who they think are no longer able to safely operate a motor vehicle due to a medical condition. The medical referral is the primary method to notify DC DMV about concerns regarding unsafe driving practices. Many medical conditions such as poor vision, seizures, dementia, and restricted movements can limit a person's ability to drive. These conditions can put the driver's safety at risk as well as the safety of others.

If you are a driver who is self-reporting or are a member of law enforcement, a medical professional, a motor vehicle administrator or a concerned relative and think that someone you know is no longer able to operate a vehicle safely, complete a Medical Referral Form. Identities of persons submitting a Medical Referral Form will remain confidential. The Medical Referral Form is available at the link below:

Things to remember when completing a Medical Referral Form

  • Only complete this form if you are a driver who is self-reporting or a member of law enforcement, a medical professional, a motor vehicle administrator, or a concerned relative.
  • Please be as specific as possible about the medical, vision, and mental conditions of the driver; include supporting documents, if necessary.
  • The age of the driver is not a consideration. Just because a driver has reached a certain age, does not mean he/she is an unsafe driver. Medical conditions affecting driver safety can happen to anyone at any age.
  • All information submitted must be of personal knowledge or observation.
  • Identities of persons submitting the Medical Referral Form will remain confidential.

What happens after DC DMV receives a referral?

DC DMV reviews the information to determine the next step:

  • Often the driver will be sent a Medical/ Eye Report asking for more information from a physician or eye care practitioner.
  • The driver may be required to complete a re-examination of driving knowledge and road skill tests. Depending on the condition and skill level of the driver, DC DMV may take action such as requiring equipment to accommodate impairments.
  • If it is determined the driver is a threat to public safety, his or her driving privileges may be restricted or revoked.
