You must:
- Complete the DC DMV driver license application, available at the link below:
- Driver License or Identification Card Application
- Be clear of all outstanding debts to the District of Columbia

Visit a DC DMV service center and provide the following original documents (DC DMV cannot accept photocopies or scanned documents):
- Driver License Application
- Valid out-of-state motorcycle license or driver license with a motorcycle endorsement
- NOTE: If your out-of-state motorcycle license or operator's permit has been lost or stolen, you must provide a certified driving record, issued within 30 calendar days, from the issuing jurisdiction.
- Proofs of identity, Social Security number, and residency. More information on each is available at the links below:

- Proof of Current District of Columbia Residency (2 required)
- Take and pass the vision test
- Take a photograph (DC law and policy requires a full frontal digital photo that shows either your ears or up to the hairline without exposing your hair)
