ISA Program Frequently Asked Questions

General

1. What does intelligent speed assistance (ISA) do?

Intelligent Speed Assistance is a vehicle safety feature that, when installed, informs drivers of the current speed limit and, when needed, acts as a speed restrictor—automatically limiting a vehicle's speed by restricting the accelerator pedal.

2. Does ISA slow down or stop my vehicle?

ISA will not apply the brakes or shut off your engine. It will not impact your vehicle functionality, except for limiting your accelerator pedal response once you reach the appropriate programmed limit.

3. What counts as aggravated reckless driving?

Aggravated reckless driving is a more serious version of reckless driving, involving behavior that demonstrates a wanton disregard for the safety of others and includes traffic violations that go beyond regular offenses (e.g., excessive speed, reckless behavior, or conditions that put the public at risk). Aggravated reckless driving often involves aggravating factors that increase the risk of harm to others. Per D.C. Code 50-2201.04(b-1):

Aggravated reckless driving elevates the penalties associated with reckless driving, as previously defined. Currently, DC is the only jurisdiction that has the crime of aggravated reckless driving. Aggravated reckless driving is triggered by engaging in reckless driving and by one or more of the following:

  • SPEEDING 30+ POSTED LIMIT
  • SPEEDING 20+ POSTED LIMIT AND BODILY HARM
  • SPEEDING 20+ POSTED LIMIT AND COLLIDE WITH OTHER VEHICLE
  • SPEEDING 20+ POSTED LIMIT AND PROPERTY DAMAGE OF $1,000+

4. What happens if I purchase a new car after I have enrolled in the ISA Program?

Once that vehicle is titled and registered with DC DMV, the customer will have 10 days to have a device installed by a DC DMV approved vendor. If a customer fails to have a device installed, the registration of that vehicle will be suspended until installation occurs. Failure to install also results in a program violation which will extend their time in the program.

5. Can I drive a rental car while in the ISA Program?

Customers enrolled in the ISA program can only drive vehicles which have an ISA device installed. If the rental car has an ISA device installed, the driver would be permitted to operate that vehicle.

Enrollment

1. What do I do if I’ve been notified that I need to enroll in the DC DMV ISA Program?

If you have been notified that you need to enroll in DC DMV's ISA Program, you must do the following:

  • Submit an application via the online portal.
  • Obtain SR-22 Insurance.
  • Install an Intelligent Speed Assistance device in all vehicles owned, co-owned, or registered in the District from a DC DMV approved vendor.
  • Pay the $50.00 enrollment fee.

2. Am I required to enroll in DC DMV's ISA Program?

Any DC resident that is convicted of an aggravated reckless driving offense is required to enroll in the ISA Program.

3. How long am I required to remain in the ISA Program?

  • 1st Conviction is 1 year.
  • 2nd Conviction is 2 years.
  • 3rd Conviction is 3 years.

4. What is the application fee for the ISA Program?

The application fee is $50.00 (non-refundable).

5. How do I obtain SR-22 Insurance? What do I say to insurance providers?

You may be able to obtain SR-22 Insurance from your current insurance provider or obtain a policy from another insurance provider. You will need to inform the provider that you're obtaining SR-22 Insurance to enroll in a mandatory ISA Program. They may request the citation/case number of your conviction.

6. How long am I required to maintain SR-22 Insurance?

Once obtained, you are required to maintain your SR-22 Insurance policy for three years from the date of conviction.

7. How much time do I get to enroll in the ISA Program before the revocation becomes effective?

Customers are given 30 calendar days to complete the enrollment process. The time clock starts the day after DC DMV is notified of the aggravated reckless driving conviction. Customers will receive a notice informing them they have 30 calendar days to enroll in the program.

8. Instead of enrolling, can I just serve the revocation period for my offense?

No. All DC residents convicted of an aggravated reckless driving offense are required to enroll in the ISA Program. There is no “WAIT-OUT” period.

9. What happens if I do not enroll in the ISA Program within 30 calendar days of notification?

Customers that fail to enroll within the designated 30 calendar days will have their driver license revoked and their vehicle(s) registration suspended indefinitely until they enroll in the ISA Program.

10. I have an identification card. Can I enroll in the ISA Program?

If you have an identification card, as part of the enrollment process into the ISA Program, you will be required to take and pass the knowledge test and obtain a restricted learner permit.

11. What if I don’t own a vehicle registered in the District of Columbia?

An individual who is required to enroll in the ISA Program and does not own or have a vehicle that’s registered in the District, has the option of using another DC resident’s vehicle, provided it has a valid DC vehicle registration, and the registered owner completes the ISA Vehicle Authorization Form during the program enrollment process.

Installation

1. Can I install my own device?

No. When you enroll into the ISA program, the device must be installed by a DC DMV authorized vendor.

2. Do I have to install a device in every vehicle I am listed on as a registrant?

Yes. An individual who is required to enroll in the program must have an ISA device installed in all vehicles owned, co-owned, or registered to them.

3. How much does the installation cost and what are the service fees?

The DC DMV approved provider determines the device and service pricing, not the DC DMV. Participants in the ISA Program pay all costs to install and maintain ISA directly to the DC DMV approved vendor.

4. How do I arrange for removal of the device(s) once my program enrollment requirement has been met?

Customers will need to reach out to the vendor directly to schedule removal of devices from all vehicle(s).

Violations / Penalties

1. Can you turn off intelligent speed assistance?

No, the system can only be removed/turned off by a vendor certified technician. There is no “off” switch. The system does include an emergency override feature, which will allow the vehicle to exceed the speed limit for a short duration of time and up to a certain speed above the posted limit.

2. What happens if I exit the program before completion?

This will result in your license being revoked and vehicle registration(s) suspended indefinitely and an additional one year will be added to the required enrollment period.

3. Can my time in the program be extended?

Yes. Any violations committed while enrolled in the program will result in time being added to your program enrollment requirement. The first violation will result in an additional 60 days; second violation will result in an additional 90 days; third and subsequent violations will result in an additional 120 days.
