You must also bring the documents that prove your child is eligible for a DC DMV learner permit. The documents required are listed below and DC DMV will not accept any documents that are not listed. You will need documents from each of the four categories below:
Proof of identity and age. The child must be at least 16-years-old.
REAL ID Proof of Identity—Full Legal Name and Date of Birth examples:
o Unexpired US Passport or Passport Card
o US Birth Certificate or Birth Certification Card filed with a state office of vital statistics
o Consular Report of Birth Abroad (CRBA) issued by the US Department of State
Two documents that prove the parent and child reside in the District.
Proof of Current District of Columbia Residency examples:
o Utility bill (water, gas, electric, oil or cable), with parent’s name and address, issued within the last 60 days (disconnect notices/bills are not accepted).
o Telephone bill (cell phone, wireless or pager), reflecting parent’s name and current address, issued within the last 60 days (disconnect notices/bills are not accepted).
Proof of the child’s Social Security Number.
o DC DMV will electronically verify the Social Security Number with the Social Security Administration. If the Social Security Number is verified, no additional documentation is required to prove the child's Social Security Number.
o If the child's Social Security Number does not verify electronically with the Social Security Administration, you will need to contact the Social Security Administration to have the records updated.
Proof of parental approval, if the child is 16- or 17-years-old.
o The Parental Consent Form to Obtain a Learner Permit requires a birth certificate, adoption court order or guardianship decree for parental/legal guardianship verification.
Note: Customers may not obtain a DC DMV REAL ID learner permit if you have outstanding debts to the District or unpaid fines for moving traffic violations in other jurisdictions.
