Intelligent Speed Assistance is a vehicle safety feature that, when installed, informs drivers of the current speed limit and, when needed, acts as a speed restrictor—automatically limiting a vehicle's speed by restricting the accelerator pedal.

ISA will not apply the brakes or shut off your engine. It will not impact your vehicle functionality, except for limiting your accelerator pedal response once you reach the appropriate programmed limit.

Aggravated reckless driving is a more serious version of reckless driving, involving behavior that demonstrates a wanton disregard for the safety of others and includes traffic violations that go beyond regular offenses (e.g., excessive speed, the use of alcohol or drugs, reckless behavior, or conditions that put the public at risk). Aggravated reckless driving often involves aggravating factors that increase the risk of harm to others. Per D.C. Code 50-2201.04(b-1):

Aggravated reckless driving elevates the penalties associated with reckless driving, as previously defined. Currently, DC is the only jurisdiction that has the crime of aggravated reckless driving. Aggravated reckless driving is triggered by engaging in reckless driving and by one or more of the following:

• SPEEDING 30+ POSTED LIMIT
• SPEEDING 20+ POSTED LIMIT AND BODILY HARM
• SPEEDING 20+ POSTED LIMIT AND COLLIDE WITH OTHER VEHICLE
• SPEEDING 20+ POSTED LIMIT AND PROPERTY DAMAGE OF $1,000+

If you have a CDL, you are required to downgrade to a noncommercial driver license (NCDL) to participate in the ISA Program.

Once that vehicle is titled and registered with DC DMV, the customer will have 30 days to have a device installed from our approved vendor. If a customer fails to have a device installed, the registration of that vehicle will be suspended until installation occurs. Failure to install also results in a program violation which will extend their time in the program.

No. Throughout the duration of enrollment in the program, drivers can ONLY drive vehicles that are equipped with an ISA system.

If you have been notified that you need to enroll in DC DMV's ISA Program, you must do the following:

• Submit an application via the online portal.
• Submit the penalty and violation agreement.
• Obtain SR-22 Insurance.
• Install an Intelligent Speed Assistance device in a vehicle registered in the District from an approved vendor.
• Pay the $50.00 enrollment fee.

Any DC driver license holder that is convicted of an aggravated reckless driving offense by a court or revoked administratively must participate in the ISA Program.

To enroll in the program, you must have:

• Submit application and complete the violation and penalty agreement;
• Pay associated DMV fees;
• Obtain and maintain SR-22 Insurance; and
• Have an ISA installed in your vehicle(s) by an approved vendor.

The application fee is $50.00 (non-refundable).

You can obtain SR-22 Insurance from your current insurance provider or obtain a policy from another insurance provider. You would let the provider know that you're obtaining SR-22 Insurance to enroll in an ISA Program. They may request the citation/case number of your conviction.

You do not need a different policy for the SR-22 Insurance. You can reach out to your current insurance provider and let them know you need to obtain SR-22 Insurance. You also have the option of obtaining a SR-22 Insurance Policy from a different insurance provider than your regular provider.

Once obtained, you are required to maintain your SR-22 Insurance policy for one year from the date of conviction.

Customers are given 30 calendar days to complete the enrollment process. The time clock starts the day after your revocation is upheld by DC DMV'S Adjudication Services. Eligible customers will receive a "Pending ISAD Program Enrollment Withdrawal Notice" informing them they have 30 calendar days to enroll in the program.

No. Any DC Driver License holder convicted of an aggravated reckless driving offense or revoked administratively must enroll in the ISA Program before they can have their driver license reinstated. There is no “WAIT-OUT” period.

Customers that fail to enroll within the designated 30 calendar days will have their driver license revoked and their vehicle(s) registration suspended until they enroll in the ISA Program.

If you have an identification card, you must take and pass the knowledge test and obtain a restricted learner permit in order to enroll into the ISA Program.

If you do not own a vehicle that’s registered in the District, then you have the option of using another person’s vehicle as long as it has a valid District vehicle registration and they complete the supplement form of the application.

No. When you enroll in an ISA program, the device must be installed by a certified technician at an authorized service center.

Yes. If you are enrolled in DC DMV’s Intelligent Speed Assistance program and the Ignition Interlock Device program during the same mandated period, both required devices can and must be installed in all vehicles registered to you in order to ensure your compliance with both programs. Multiple device installation in the same vehicle does not hinder the operation of either device.

Yes. Any vehicle the driver appears on the registration must have an ISA device installed.

There is no fixed cost for an ISA. The device provider determines the price, not DC DMV. Participants in the ISA Program pay all costs to maintain and install the ISA directly to DC DMV approved vendor.

Damage to the vehicle following system installation is highly unlikely. ISA systems can only be installed by a certified, manufacturer-trained technician. A certificate must be filed with the manufacturer or designated vendor noting date training was completed. Manufacturer/ Vendor electronically sends installation certificate to jurisdiction. Additionally, each customer should be given a user guide (paper or electronic) and watch training video on system usage. Proper usage of the system and compliance with the installation requirements should prevent the likelihood of installation damage.

Customers must reach out to the vendor directly to schedule removal of devices from all vehicle(s). Customers may not use a non-vendor approved technician to remove the device(s).

No, the system can only be removed/turned off by a vendor certified technician. There is no “off” switch. The system can; however, be configured to include an emergency override feature, which will allow the vehicle to exceed the speed limit for a short duration of time and up to a certain speed above the posted limit.

This will result in your license being revoked and vehicle registration(s) suspended and an additional one year will be added to the required enrollment period.

Yes. Any violations committed while enrolled in the program will result in time being added to your requirement. The first violation equals 1 year added; second violation 2 years added; third and subsequent violations result in 3 years added.

If your vendor reports any violations to DC DMV, a letter is sent to the address on record, notifying you of the ISA violation and the extension of the ISA requirement. To contest your ISA violations, you can email or send a letter to DC DMV within 10 days of notice.
