
DC Law requires installation and maintenance of an intelligent speed assistance (ISA) device after being convicted of any aggravated reckless driving offense.
Enrollment in the DC DMV ISA Program is required of DC DMV driver license holders for all aggravated reckless driving offenses. Participation in the ISA Program requires a restricted DC DMV driver license (either a restricted REAL ID license or a restricted Limited Purpose license) and only designated vehicles with installed ISA systems may be driven. If you have a commercial driver license (CDL), you will be required to downgrade to a non-commercial driver license (NCDL) and enroll in the DC DMV ISA program.
The restriction and conditions on your driver license will remain in place for the required period of program enrollment and that period will be extended if you violate the ISA Program rules or commit another related driving violation.
Failure to enroll in the mandatory ISA program will result in the indefinite revocation of the driver license and suspension of all registered vehicles. The driver license will not be eligible for reinstatement until enrollment into the ISA Program has been completed.
